Why a GTA San Andreas movie would make no sense
GTA San Andreas is one of the most popular titles released by Rockstar Games. We play the role of Carl “CJ” Johnson, who returns to Los Santos after the death of his mother. Returning to gang life, CJ rebuilds his family's Grove Street gang, uncovers police corruption, and expands his empire across San Andreas, fighting betrayal and regaining control of the streets.
This kind of enticing storyline could be developed into a gripping feature film. However, it can be argued that a GTA San Andreas movie might not top the charts. Here's why.

Reasons a GTA San Andreas Movie Might Not Work
Too much story to fit into one movie

It's safe to say that GTA San Andreas is a massive game with almost 30 hours of gameplay. We first play in the main city of Los Santos and then venture into rural areas like Flint County. We also hit San Fierro to shut down Loco Syndicate operations, the Desert to work with government agents, and finally Las Venturas to work with Woozie.
While the game's story is compelling enough to watch on the big screen, the amount of content can't be concentrated into a single two-hour feature film.
The only way to tell the whole story is either through a series of films or through a web series. However, even this will create a problem since it is an open world game.
The predefined structure of a movie could be less immersive for an open-world game

In GTA San AndreasPlayers control CJ in a massive open world environment. Although there is a set storyline, the game gives players complete freedom to do whatever they want. They have the option to just go through the story or engage in all sorts of side missions and occasionally focus on the main quest.
This type of freedom made the game special and unique for each player, something a movie can't offer. A film will mainly focus on the main storyline and not stray too far. While the story may seem coherent because of this, the overall experience may not be very engaging.
